New Neighbors

Welcome to Beth and Jim Jenkins and daughter Jynx at 249 Heritage Drive. Ken and Melanie Goldsburg will soon move into 60 Hidden Valley Circle. And Doris Carter and Thierno Bah will live at 32 Hidden Valley Cove. Welcome all!

Good luck and congratulations!
Marie Carter and Walt DeWalt, 281 Heritage Drive, tied the knot on July 8 in Hawaii. Their sons, Matt and Ethan, attended the ceremony. After their honeymoon, Mr. and Mrs. DeWalt will return to Glenn Meadows. Walt is Vice President and Chief Financial Officer for Valley Healthcare Systems and Marie is Director of Human Resources at Shepherd University.

Tom Maiden, Lieutenant, USNR, 103 Heritage Drive, has returned to active duty and has orders to Iraq, where he will serve as a targeting officer. Tom is about to finish a three-week combat skills training course at Ft. Bragg and will ship out 11 August. Watch for his occasional reports in The Shepherdstown Chronicle. Good luck, Tom, and Godspeed.

The Wolfpack Takes Over

Your Board of Directors has noticed that it has become dang near impossible to walk in our neighborhood or even work in our lawns and gardens because doing so arouses some of our neighbors’ pet puppies. The noise becomes continuous and offensive as the other dogs join the raucous concert. In effect, these dogs prevent the rest of us from engaging in and enjoying outdoor activities. There are six or seven precious pooches in particular that stand vigilant for anyone daring to go out of doors. We’ll leave them anonymous for now. It would be greatly appreciated if their owners would find ways, however difficult that may be, of applying behavior modifications to these noisy creatures (bring ’em indoors when they sound off?).
 
Route 230 Speedway

Politically well-connected developers were able quickly and effectively to reduce speed limits on route 480, according to an article in The Shepherdstown Chronicle of 13 June. Your correspondent’s feeble efforts, on the other hand, have had no effect at all. Proceeding from Heritage Drive left on route 230 is a dangerous and chancy proposition, particularly at twilight when many drivers have yet to turn on their headlights. Sooner or later, we’re going to see a major accident there. There have been three accidents in the last two years – some close calls, too. Please consider writing and phoning our public servants asking them to reduce speed limit from 55 to a more reasonable 40 or 45. Our County Commissioner Jim Surkamp (surkamp@frontiernet.net) has promised to look into this matter.

Forthcoming Annual GMHOA Meeting
will be held in early October in the usual place – Hidden Valley Circle North, by Treasurer and Honorary Mayor Rick Caruso’s place. After the picnic, we’ll review finances, review general matters, and hold elections. Please consider serving on the Board of Directors. The Covenants and West Virginia law require that we maintain the home owners association. Your support and participation is essential.

Roadside weeds, hayfields, old newspapers, rubbish bins and listing mailboxes can give Glenn Meadows an unkempt, unattractive look. We have invasive Johnson grass rapidly spreading along Hidden Valley Cove. There’s another batch on Heritage Drive North. Once firmly established, Johnson grass is nearly impossible to remove. So, who cares? Well, most of us do. Clearly many of us are awfully busy and some of us tend to delay tending to our properties. Please, pretty please, try to maintain your attractive patch of our fair village. We’re all in this together, as it were, right?

1/08 - Quarterly HOA Board meeting

The quarterly HOA Board meeting convened at 8 PM at the residence of Bob Hughes. Board members in attendance were Elliot Krafsur (Chairman),  Rick Caruso, Reiner Grashoff, Bob Hughes, Jimmy Powell, Ludy Redden, and Doreen Voigt. The stop sign at Hidden Valley Cove to Hidden Valley Circle has faded and will be replaced. The Board acknowledged receipt of an Email from Tom Maiden stating that he is resigning from the Board because of other pressing commitments.

Annual meeting
You just may have missed it! Only 10 representatives of 33 properties attended the picnic and another two made it to the later business meeting held at Hidden Valley Circle on Saturday, 13 October. Only two homeowners bothered to send in a proxy. Those relatively few of us attending had a thoroughly good time but we missed you. Next year’s picnic cum annual meeting is tentatively scheduled for a Sunday in early October. Give the Board your input about this – is Saturday better?

Why the annual homeowners fee?
In West Virginia, public services like water, sewer, traffic signs and road maintenance are delegated to the communities (while authority resides with our tax-paid civil servants who swallow whole our annual property taxes that total about $90,000). So what do you get for your annual GMHOA fee of $150? Entrance signs, traffic signs, snow removal, a Glenn Meadows website, annual picnic, corporate taxes, and saving for a rainy day. Is $150 too much? Consider these annual fees: Fernbank is $380 and Maddex Farm $300. Saving now avoids assessments later.

Roads report
The principal ‘rainy day’ we’re saving for is repairs to and repaving of our roads. Repaving is anticipated to cost well over $50,000. If we’re lucky, we’ll probably not require repaving for another few years. Meanwhile, let’s hope the prevalence of heavy trucks on our roads decreases substantially.

This year’s Board of Directors include Reiner Grashoff, Jo Powell, Rick Caruso (Treasurer and honorary Mayor), Doreen Voigt, Bob Hughes (Secretary), Jimmy Powell (Veep), Ludy Reddin, Tom Maiden, and yours truly, Elliot Krafsur (President). As you are probably aware, the Board is mandated by WV -sanctioned Bylaws. We cannot turn loose one-third of the directorate each year as per the Bylaws because there are too few replacement candidates stepping forth. Please consider helping out by offering yourself as a candidate. Contact any board member anytime – our email addresses are on the Glenn Meadows website.

Wouldn’t it be nice…..
if we would pay a little more attention to our roadside verges? Weeds and trash accumulation on the periphery of some properties present an unfavorable view of our neighborhood. Your correspondent has been applying weed killer and picking up trash but cannot easily do this task on a regular basis (I’m busy too!). We know you’re as busy as you can be, but please try periodically to keep your roadside clean.

Dear Glenn Meadows Residents,

The Glenn Meadows Homeowners Board is initiating the second voluntary collection for Jefferson county residents in need. This year’s gift will be donated to and dispersed through the Jefferson County Community Ministries (JCCM).

The JCCM maintains a list of folks that need assistance with utility bills and helping folks stay warm and toasty during the long winter months is a great idea. This is an entirely volunteer program. If you wish to participate write a check payable to JCCM and let Doreen Voigt know via phone 876-3506 or email dvoigt@glennmeadows.org and she will come by and pick up your donation.  We will only collect checks through the 21st of December. The checks will be delivered to the JCCM as a gift from the Glenn Meadows Community. We will list the grand total collected in a community newsletter after the holidays. Your cancelled check will be your record of donation for tax purposes. Any amount will make a difference to those in need.

Well, after much deliberation, we've finally arrived at a mutually agreable meeting time for our Board members to convene for our first 2006-2007 GMHOA Board of Directors meeting. This is the forum where we select officer roles and subsequent meeting schedule . Our plan is to meet this Friday evening at 7:00pm, October 13 at our home at 231 Hidden Valley Circle.

Please note this date on your calendar as it is most important to attend this session.

Section 2.7 - Regular Meetings. The first regular meeting of the Board of Directors following each annual meeting of the Lot Owners shall be held within ten (10) days thereafter at such time and place as shall be fixed by the members of the Board of Directors which shall have been elected. The Board of Directors may set a schedule of additional regular meetings by resolution and no further notice is necessary to constitute such regular meetings.

Section 2.1 - Number and Qualification:

(a) The affairs of the Common Interest Community and the Association shall be governed by a Board of Directors which shall consist of nine (9) persons, all of whom shall be members of the Association. If any Lot is owned by a partnership or corporation, any officer, partner or employee of that Lot Owner shall be eligible to serve as a Director and shall be deemed to be a Lot Owner for the purposes of the preceding sentence. Directors shall be elected by the Lot Owners. At any meeting at which Directors are to be elected, the Lot Owners may, by resolution, adopt specific procedures for conducting the elections, not inconsistent with these Bylaws or the Corporation Laws of the State of West Virginia.

(b) The terms of at least one-third (1/3) of the Directors shall expire annually, as established in a resolution of the Lot Owners setting terms. Directors may be re-elected.

(c) The Board of Directors shall elect the officers. The Directors and officers shall take office upon election.

Greetings Neighbors,

Our Meeting/Picnic has been postponed until next Sunday afternoon, 1 October at 4:00pm. This is our annual opportunity to discuss Board actions, neighborhood issues, and election of our 2006-2007 Board Officers. We also have a few new neighbors who have moved in during the last year who we are eager to meet.
With respect to the Picnic event, our plan is to eat first and call the meeting to order at 4:30. The HOA will be providing beverages, Bratwust (yeah Octoberfest!), hamburgers, and hotdogs. We are also soliciting your contributions for side dishes which might include:

These are only suggestions and have been well-received offerings during past events.

9-19-05 - General Membership meeting - election of BoD

As you are most probably aware at this point, the annual Homeowners Association of Glenn Meadows general membership meeting is scheduled to occur at 6:00pm on Thursday evening, September 22 at our home, 231 Hidden Valley Circle.

As prescribed in section 2.1 of the By-Laws, we will be electing a Board of Directors for the coming year as outlined below:

12/17/2004 - First Annual Glenn Meadows donation to the needy

Glenn Meadows Residents,

Holiday greetings to you all. At this time of year as we celebrate the holidays with our family and friends we also have thoughts of those less fortunate than ourselves. With this in mind the Glenn Meadows Homeowners Board is initiating the first annual voluntary collection for Jefferson county residents in need. This years gift will be donated to and dispersed through the Jefferson County Community Ministries (JCCM). Rather than requesting you to donate gifts wrapped in bows and ribbons we want to help folks who are struggling to pay their heating bills. After asking around it appears that the county has plenty of gifts for folks but a lot of folks still struggle to pay utility bills during the winter. The JCCM maintains a list of folks that need assistance with utility bills and helping folks stay warm and toasty during the long winter months is a great idea. This is an entirely volunteer program and all you have to do is write a check payable to JCCM and let Colin Voigt know via phone 876-3506 or Email colin@mimbly.com and he will come by and pick up your donation. If you want to participate please do so today, we will only collect checks through the 22nd of December. The checks will be delivered to the JCCM as a gift from the Glenn Meadows Community. For the foreseable future, Trash collection is scheduled for Thursdays while the recycling pickup remains on Tuesday.

9/01/04 - General Membership Letter

Dear Neighbors,

The Glenn Meadows Homeowners Association Board members would like to remind you of the upcoming annual meeting of the Homeowners Association on September 16, 2004. Details of the time and place will follow via email and flyer. Please make arrangements to attend this important community meeting. The following are announcements the Board would like to share with you

New County Laws:
There have been a couple of new developments in our county, besides the growth in the last year. A law was passed that makes the use of ATV’s on any public use road illegal. As of September 1, 2004, there will also be a leash law in effect for Jefferson County. Additionally the Jefferson County Planning Commission is finalizing a noise ordinance.

Clean up and Fix up Reminders:
As our community ages home and yard maintenance become key to the neighborhood’s beauty and market value. Our development is a prime Jefferson County location and we want to keep it that way. Covenant #14 addresses the maintenance of our properties.

Covenant #14:
If you notice your house is in need of paint, please make arrangements to have it painted. The longer it goes without paint, the more deterioration will occur. As expensive as it is to paint, it is even more expensive to replace siding. Same thing goes for power washing vinyl siding.

Please remove weeds, trash and other eyesores on your lot. There are some properties that have unlicensed cars, lawnmowers and tires lying around. Your properties eye appeal is important to an attractive community image.

Fencing should be in good condition (sound and painted/stained). County law requires pools that were built after September 2002 to have a fence 48” or higher. Make sure pool fences are the correct height and meet safety regulations.

Don’t leave your trash and recycle containers out by the road for days. They should go out after 5PM the night before pick-up and be put away the next day. If the garbage truck doesn’t come, please call Waste Management (267-6975), so they can send out a truck. Trash pick-up is every Tuesday, unless indicated by Waste Management.

Being considerate of our neighbors:

Please wait until 9AM on weekends before using motorized lawn care equipment.

If you are having a party, please be aware of the noise level. If your party is impacting your neighbors it is probably too loud. When hosting an event past midnight, move it inside so others aren’t disturbed.

A reminder, fireworks that leave the ground are illegal in the state of West Virginia.

Safety in our community:

Remember that the community speed limit is 15 miles per hour. None of us want to experience a tragedy in our neighborhood.

Keep your eyes peeled for kids playing, riding bikes and scooters. Don’t forget to tell your children to look out for cars and remind them that the driver of a vehicle might not see them.

Let’s take advantage of the nice weather and spruce up our properties in the next two months before winter sets in. Thank you for your time and we hope to see you at the annual community meeting on September 16, 2004.

Not to alarm folks but it's good to be aware of criminal acts in the area. Its always good to let neighbors know if you are not going to be home for a few days. If you see any suspicious activity around the neighborhood call the authorities and report it. Thanks to the Quinns for the heads up about this issue.

"Home just past our development (1/4 mi), right as you turn onto Engle Moler Road was burglarized last Thursday (7/8) during the day. Basement door was kicked in - - it was locked & dead-bolted. Small amount of cash and jewelry were taken but no other damage to my knowledge. Sheriff believes an isolated event - house appeared like family was on vacation due to vehicles gone and grass had not been mowed recently."

7/12/04 - Glenn Meadows: HOA picnic recap and website

Greetings Neighbors,

Thank you all for participating in Saturday afternoon's neighborhood meeting/picnic event and I hope you all had as much fun as we did. The weather held up and the feast was exceptional!

Speaking of the latter, accolades go to all of you who contributed side dishes and accessory items. We had some pretty creative deserts and of course, you can never have enough of those deviled eggs :-0 Special thanks extend to the Whelan family for their generous contribution of ICE!! Most appreciated on such a hot day so thank you Dan and Anita for that.

HOGM (Homeowners Association of Glenn Meadows) President Colin presented a fine welcome keynote and synopsis of Board activities over the past year. Hope you all got a good appreciation for how your annual homeowners association fees are being spent and saved to ensure continued upkeep of our neighborhood appearance.

7-7-04 - Glenn Meadows Picnic Reminder: Saturday, July 10

Just a friendly reminder that we're anticipating sunny skies and a pleasant afternoon for our annual neighborhood gathering.

We'll be lighting the grill at 12:00 and hamburgers/hot dogs will be cooking. We'll also be providing beverages, bread rolls, paper
plates/napkins/cups/utensils courtesy of the HOA and staff.

For those of you so kind as to prepare a side dish to share, please bring whatever you like as we have not tasked individuals with specifics (you can
never have enough deviled eggs ;-) for example). If you're still undecided at this point, please consider the following:

7-2-04 - new law has been passed that prohibits the use of ATVs

Glenn Meadow Homeowners,

Just a heads up to all you folks that a new law has been passed that prohibits the use of ATVs in our development. Please read the attached pages** which detail the law and list the fines for illegal use of these vehicles on the our neighborhood streets. Up until now the use of ATV's has been a matter of discussion with the Homeowners Board, now it is a police matter so please contact the county sheriff regarding the enforcement of this law. (County Sheriff 728-3205)

SPRING - 2003


Welcome to Spring, I think. I'm almost afraid to look out the window when I awake each morning. That 25" - 30" of snow damaged my psyche. There's been a lot going on and lots of news to report, so let's get started:

BOARD MEETINGS:
So far, the board has had 3 regular meetings and 1 special session since our annual meeting. Our last meeting was on 3/13 at the home of Dr. Betty Crawford. There are 2 more regular meetings scheduled for 6/12 and 8/14. If anyone has anything they would like to have on the board agenda, please let us know.

DUES:
Everyone should have received their dues billings for 2003. I'm glad to report that our fund for future road repairs is in excellent shape. Due to the excessive snow this year, our operational fund is a little tight. I would encourage everyone to submit your dues at your earliest opportunity so we can rebuild the "kitty".

WELCOME TO GLENN MEADOWS:
If you see Vincent Tymon and Laura Turman and their new son ( about 6 weeks ), please give them a big HELLO and WELCOME to the neighborhood. They are the new folks in #1, Heritage Drive.

WAR ON IRAQ COMES TO GLENN MEADOWS:
We are advised that our neighbor, Tom Maiden has been called to active duty in the Naval Reserve - CB Unit. Tom will be leaving on April 12, for special training and then to Spain. At last contact, he doesn't know how long he'll be gone. Kathy and the children will be holding down the fort and keeping the home fires burning. Let's all of us make a special effort to keep them in our prayers and touch base with Kathy from time to time to see if there is anything we can do to make this time a little easier for her and Tom. God speed, Tom.


ROUTE 230 SURVEY:
At our request, the Dept. of Highways recently conducted a survey of route 230 from Shepherdstown to the 230/Halltown Rd. intersection. Based on their findings, they cannot justify any change in the speed limit or signage at this time. They have indicated they will continue to monitor activity in front of Glenn Meadows and ask local, county and state police to keep an eye out for speeders.

JUST A REMINDER:

PLEASE KEEP YOUR EYES OPEN:
With the start of Spring and Summer, there are many children, joggers and walkers on our streets. All, but especially the children are at risk if we don't watch our speed and keep our eyes open. Please ! We can't afford to lose any of them or have anyone injured.

PARENTS:
Please monitor your children and make sure they are where you can see them. It would be best if they would not play out in the streets, but kids will be kids so caution them to watch themselves. Unfortunately, everyone doesn't pay attention and some drive way too fast, so it is up to you to exercise guidance and oversight.

DOGS:
We've had several dogs running loose in the development again this spring. I guess they want to get out, too. However, they pose a problem and a nuisance. Please keep your dogs confined to your own property and under control.

GRASS ON STREETS:

With the start of mowing season, we're asking that you please clean grass cuttings from the streets, if necessary. Sometimes we blow grass into the street when mowing and we're asking that you simply use your mower to blow the grass back into the yard to keep our street clean. Thanks for your help and consideration.
LAND MINES !! Remember the past note about "Doggy Do Do" ? Again - if you're walking your pooch around the neighborhood, please clean up the mines he/she drop. This will help keep our mower tires from getting all clogged up and our kids from coming home with "stinky" shoes. ( It's really bad when it goes up between your toes. )

COVENANTS: The covenant review committee has completed its' work and the board has approved a complete set of revised covenants. The board plans to set up several teams to visit with each and every homeowner to explain our recommendations. We are hopeful that after meeting with each lot owner, we can call a special meeting to get the unanimous approval of our members. We plan to get started on the visitations before the end of April. Much work has gone into this effort and much more will be required. We feel very strongly that the revisions represent a great improvement and will serve to improve our community and protect and enhance our property values.

911 ADDRESS CHANGES: Address change packets are scheduled to be mailed out, by the county, in mid April, with new address changes being effective as early as June. We are advised that our street names will not change but the numbers will.

COMMITTEE NEWS:

BEAUTIFICATION: We will be looking at refurbishing the entrance signs and giving further consideration to the lighting of the signs and the bus stop. The committee will be meeting soon. Russ Quinn is the board liaison to the committee. You can find the names of all the members on the web-site. Give them a call if you have any suggestions.

ARCHITECTURAL: This committee can also be found on the web-site. There are 2 board members on the committee, Marlyn Bisher and Betty Crawford. They are busy already, considering applications for approval of various improvement projects. This committee is responsible for enforcing the covenants and is set up to review applications for approval of such things as homes, additions and other buildings. We also want them to review projects to install fences and pools. We are enclosing a copy of the newly adopted RECOMMENDED PROCEDURES FOR SUBMISSION OF REQUESTS TO THE ARCHITECTURAL COMMITTEE. These procedures are also posted on the web-site. A suggested application form will be posted as soon as completed. This procedure should make project submission and approval much easier for both the homeowner and the committee.

DID YOU KNOW THAT WE HAVE A TOTAL OF 8 DOCTORS/PHD'S THAT LIVE IN GLENN MEADOWS ?? THIS REPRESENTS ALMOST 25% OF OUR LOT OWNERS.
WELL, MY FINGERS ARE ABOUT TO DROP OFF. I HOPE THIS BRINGS YOU UP TO DATE. THANK YOU TO EVERYONE FOR YOUR EFFORTS TO MAKE GLENN MEADOWS A GREAT PLACE TO LIVE. 11/4/02 - October 25th Newsletter Additions

Both STOP signs at the entrances to Rt. 230 and the 15 MPH sign coming into the north entrance are newly finished and reset. Another job complete.

The entrance signs should be finished, including new plants and mulch, this week. The north sign was moved back about 6 to 8 feet.

When everything is finished and cleaned up it will be very nice.

COVENANTS:
Colin Voigt has completed the first phase of our covenant review which includes our covenants and sets from at least 10 other developments. The board intends to review, revise, enhance and clarify as best we can before deciding on a final strategy for summarizing and presenting its recommendations to the entire membership for consideration and hopeful approval. We fully intend to keep in mind our intentions to keep our covenants protective while not being prohibitive.

The bulletin board will be especially great if any of us have items for sale, are looking for something, offer baby sitting or grass cutting, on and on and on. Check it out.

911 STREET NAME CHANGES / HOUSE NUMBERS, ETC.:
Dr. Keighley has checked into this and there is nothing of consequence to report at this time. It s a government operation so who knows when it will materialize? ( Sorry, to all of our loyal govt. workers. )

STOP SIGNS / 15 MPH SIGN:
We are advised the state will not fix these signs as they are on private property. The north STOP sign has been replaced. We are currently trying to contact the same party to give us a bid to replace the south STOP sign as well as the 15 MPH sign at the north entrance. We hope to have that work finished, shortly.

ENTRANCE SIGNS:
We are assured that as soon as the wet weather permits, the north sign will be moved back approx. 5 feet. We will also be re-landscaping and mulching around both entrance signs. The sign inserts that say Glenn Meadows will NOT be changed. This has taken some time since we started considering what we wanted to do and finally approved it at our annual meeting, but I am hoping we will see the finished product, shortly. Also, as soon as the signs are re-landscaped, we will get right on the lighting project. This should really make a difference !!

BUS STOP:
I hope everyone has noticed our bus stop. It has been cleaned, inside and out, power washed, painted and stained. The trees have been trimmed back so as to be off the building and so you can see to the south. Thanks to Rick and Pam Caruso, Kim Brannan, Colin and Doreen Voigt and myself. We are still considering some form of lighting for the interior of building. Some problems have been encountered but we trudge on. If anyone has electrical wiring experience, please let me know. 876-0504.

SPEEDING:
OH MY ! Yes, we re still experiencing some speeding problems. Most seem to be our younger drivers ! Parents - Please speak to your young drivers about this matter. Having been young once, myself ( a long time ago ) I know they don t think they re speeding or posing a danger, but it only takes one situation. By the way, it s not just the youth!! In the future we will be identifying cars and drivers. Sorry, but we value each one of our kids and our property.

DOGGY DO - DO:
There have been complaints about dogs being allowed to do their business along the streets, especially around the bus stop and then not being cleaned up. If you are walking your dog, please take a baggie with you to clean up. The kids are stepping in the mess and people have to mow through it. Please be a good neighbor, the dogs don t know any better. Thanks.

Dec. 12th. If you have any suggestions or issues you wish placed on our agenda , please contact any board member by 12/01.

I didn't realize I had this much information to pass on to you. The board is trying to be responsible and responsive. We trust you will let us know if there are any problems or if you have ideas on how we can improve Glenn Meadows for all of us.

9/02- Update on Directors Meetings, Committee Appointments, Road Improvements and general community issues

Directors Meetings:
The executive board has met twice in the past six weeks to address various matters concerning our community. We are re-organizing and plan to spend time at our next meeting on 8/01/02 reviewing By-Laws and Covenants to present to the entire association at our next general membership meeting which is scheduled for Sept. 12 @ 7:00 p.m. at Marilyn Bisher's home (12 Heritage Drive). A formal notification of this event will be distributed to all property owners in the near future.

The board has approved the establishment/resurrection of two committees, Beautification and Architectural. These committees will concern themselves with not only the style and appearance of Glenn Meadows but also with strict adherence to the covenants so as to enhance and preserve the property values we have worked so hard to establish.

Road Repairs:
We are very pleased to have our road repairs and center-line painting projects completed. We were advised that our streets are in very good shape and should not require any major repairs for several years. Incidentally, it was necessary to re-paint the yellow line to qualify for school bus service into our development.

The Beautification Committee will meet soon to consider improvements to our entrance signs as well as the street and stop signs, the bus stop and common areas.

Houses, room additions, out-buildings, pools, fences, etc.: Our covenants regulate these type items and any such tentative improvements should be submitted to the Architectural Committee for their consideration and board approval prior to construction.

Community Picnic:
Flyer was enclosed.

Web-Site:
Doreen Voigt is exploring the feasibility of setting up a Glenn Meadows Community web-site. This would really be neat! More on this if and when it becomes a reality.

General Glenn Meadows Issues:

A. Burning of grass, weeds, brush clippings, or any other materials on your property should be done according to West Virginia burning laws and prudent exercise of good common sense. Please be considerate of your neighbors.

B. Dogs - There is an ongoing problem with dogs running loose and/or barking at all times of day and night. This is inconsiderate and constitutes an annoyance to many residents. Although it is unrealistic to expect dogs never to bark, owners should make every effort to control their pets.

C. Speeding - There have been observations and complaints of speeding by some residents as well as visitors. Although particular individuals have been identified as speeding, at this time we simply wish to encourage everyone to observe the 15 mph limit, watch out for our children and stay on the black-top! Please take care when rounding turns, dropping your children off at the bus stop, and on-street parking. Asphalt repairs have been recently applied and road edges are fragile.

D. Lawn Care - The general appearance of each property reflects on the whole community. Your property impacts those around you and the development as a whole. We have been made aware recently that a prospective home buyer has decided against buying in Glenn Meadows due to the condition of certain properties in the development. Let's exhibit some pride-of-ownership and make Glenn Meadows a showplace development.
